Taos Asked, We Delivered... Improving Our Overall Quality of Life Affordable Housing: A Great Start, With More To Come Public Safety and Crime: a Full- time Community-Based Solution Taos was the first in the state to recognize the problem caused by short-term rentals and was the first to reach an agreement with Airbnb to report the activity and pay Lodgers Tax and GRT's to the Town. 8 years ago, crime was out of control. Officers were quitting, the department was understaffed, equipment was outdated and lawsuits against the department were growing. We immediately implemented an internship and "hire and promote locally" a policy that resulted in a fully staffed police department for the first time in decades. We then instituted a moratorium on STR's and imposed a licensing requirement, to include a mandatory impact fee to fund future affordable housing projects. We classified STR's as commercial activity, limited the number of persons per unit and restricted the number of units permitted. This reduced the number in one year from over 600 in the downtown to 120 and this year there are only 68. We purchased new vehicles, increased training programs, raised necessary candidate qualifications, offered competitive pay and benefits, and implemented zero-tolerance policies which put top quality officers on the street lowered crime - and dramatically improved department morale. As Mayor, I took on the challenge to legally clear the lots on Chamisa Verde. As a result, the Town was able to donate two completely finished homes and 30 lots - valued at over $1,000,000 - for first-time homeownership to local residents. We expanded the detective bureau, updated reporting software, and instituted a community policing program that included a dedicated school officer and a female detective to work with domestic violence victims. We also integrated the depart- ment with a federal, state and county major crimes taskforce dealing with gang and drug activity on a regional basis. The Town then formed a public private partnership to develop 72 subsidized rental units on Herdner Rd. ($13,000,000) with federal Low-income Tax Credits. We assisted Tierra Montossa Il to increased affordable units /apartments on Gusdorf, the town helped the refurbishing of Tierra Montosa and created a 4-plex in the same block by donating water rights and utility connection fees. The time 24/7 fully staffed professional fire department and fire rescue for our region. We're now adding 2 fully equipped ambulances, staffed with EMTS, currently working with staff to increase training and certifications.
