AN 8 POINT PLAN BY THE TOWWN OF TAOS FOR SUSTAINABLE COMMUNITY-WIDE RECYCLING 1. FEDERAL REGULATION A resolution of the Town supporting reintroduction and passage of HR- 5845 Break Free From Plastic Pollution Act of 2020 establishing "producer responsibility for products and packaging" and meeting with our Congressional delegation to promote sponsorship and support. 2. STATE LEGISLATION Several states, most prominently the State of Maine, HP 1146-LD 1541, have worked collaboratively with the packaging and disposable products industry to establish statewide regulations, taxation /fees on single-use products and the establishment of statewide industry standards, markets, funding and education for the handling of recycling and single-use products. Meeting with our legislative delegation and the Governor to solicit sponsorship and support of a similar program for New Mexico. 3. CONTINUED RECYCLING BY TAOS REGIONAL LANDFILL The Taos Regional Landfill, operated by the Town of Taos, should continue to accept, at minimum, white goods (appliances such as washers, dryers, refrigerators, a/c units, etc.), tires, green waste, and construction-related debris. 4. REOPENING OF THE TAOS RECYCLING CENTER The Town will reopen and operate the Taos Regional Recycling Center on a day a week schedule, Tuesday through Saturday, except holiday weekends for the balance of the fiscal year (through June 30, 2022) at minimum. 5. INCENTIVIZING THE LOCAL PRIVATE SECTOR There have been a number of private commercial and non-profit entities involved in successfully addressing the collection of recyclables and in developing uses for locally generated recyclable materials. The Town will research and provide information and access to grants. loans and technical assistance to assist in the expansion and development of recyclers and end markets for recycled products. 6. PUBLIC EDUCATION Once uniform standards are established for recycling and markets are established, public entities can use their email list, web sites and billings for other services (water and sewer, property taxes, etc.) to educate consumers. 7. RECYCLING COMMUNITY ADVISORY BOARD Establishment of a Recycling Advisory Board made of public and private recyclers, advocates, potential end users and industry experts to advise on ways to improve public participation and to advise on public policy, funding and ways to improve the future of recycling and markets for recycling products. 8. LOCAL REGULATION OF SINGLE-USE DISPOSABLES AND PACKAGING The most effective way to reduce litter and the stream of non-recyclable material, as well as their environmental impact, is to regulate, reduce and eliminate the products. The Town has passed and will urge other local governments to pass and enforce a ban on single-use disposables and packaging.
